Mr. Ellis.
The C.P. Railway Co. are apparently to be
supplied with guard of Russian recruits trained and organised by the I.G.P. (encl.in 5). This is a
special arrangement. The main force is apparently
to consist of British Non-Commissioned-Officers, White Russians, N. Chinese and Indians (presumably
on the lines indicated in 6). I think there can be
no doubt that it is to be under the I.G.P., though
Messrs. Swire's letter suggests that immediate executive control may be delegated to "an ex-Colonel" (probably Major Colchester-Wemyss, who is acting as District
Officer at Weihaiwei
